NORWICH - Southwestern Public Health is investigating a dog biting incident in Norwich Halloween night.
Officials say a large dog jumped up and bit the arm of a child sometime between 7:30 p.m. and 7:45 p.m. on Sunday, while they were trick-or-treating in the area of Stover Street and South Court Street.
The dog had short black hair with a brown belly and it also left a paw print the size of a baseball on the kid's jacket. It was on a leash at the time of the incident and it was being walked by a man.
