City council approved doing the capital budget first instead of last in 2013. CAO David Creery hopes to have a draft budget in November. Following deliberation he hopes to have an approval of the capital budget sometime in December. Moving the capital budget provides staff a full year to complete projects in that capital program. Creery said by moving up the capital budget to the first presented budget, it will quicken the process.
