Ingersoll Council In Support Of SWPH's Mandatory Face Mask Order

Ingersoll council is in support of the health unit's order for people to wear face masks and encourage residents and visitors in the community to follow the requirements in the letter of instruction.

INGERSOLL - The Town of Ingersoll council is in support of the Southwestern Public Health's letter of instruction which was issued at the end of July, requiring residents in Oxford, Elgin and St.Thomas to wear face coverings in enclosed public spaces.

In a statement issued today, Medical Officer of Health for SWPH Dr. Joyce Lock says the requirement is now law in Oxford, Elgin and St.Thomas under the Reopening Ontario Act, S.O. 2020  and enforcement may be conducted by police officers as well as provincial offences officers (which includes municipal bylaw officers and public health enforcement personnel).

This requirement was previously under O. Reg 364/20 s.2(2), formerly a regulation under the Emergency Management and Civil Protection Act, R.S.O. 1990.

Businesses and organizations have the right to deny people if they are not wearing a face mask whether those people choose to or cannot wear one. If an individual has a genuine medical condition and can't wear a face covering, they may choose to have someone else go in for them.

Other businesses or organizations may also allow people to go inside if they cannot wear a face mask for genuine medical reasons. Ingersoll council understands, agrees and fully supports the requirements for business and organizations and the general public to follow the rules of the law.

As we continue to proceed with the Province’s plan to open the economy, there is a risk of COVID-19 spread returning in nearby communities.

There have been examples of resurgence internationally, and there have been some experiences of limited resurgence in Ontario.

• There is emerging evidence, primarily based on ecological studies and modelling, suggesting that COVID-19 transmission rates can be reduced with a high level of population compliance of face covering/non-medical mask use, in conjunction with physical distancing, hand sanitation, self-isolation, and testing when ill.

• Dr.Lock says she is aware of the high degree of support for face coverings expressed by many in the community and she is also aware that some do not support using face coverings.

Council understands this and call upon on all residents and visitors to the community to follow the requirements in the letter of instruction.

With cooperation and effort will the spread of the virus be slowed and managed to levels that can be managed by the Health Care System.

Council believes that the request to wear face coverings in public is not a difficult to comply with; it implores all too voluntarily protect their friends, relatives, neighbours and visitors by wearing a face covering when it's required to help with the lowering of risk of spreading the virus to others.
