Talks will begin Tuesday on a severance package for the 450 workers of Electro Motive in London. Union Leaders say the workers will continue to occupy the London plant, until they get a fair severance package. Several locomotives in the Oxford St. plant plant are ready to be shipped and Progress Rail, Caterpillar's subsidiary, wants them out. But the former workers of the plant will prevent those machines from moving, until their union leaders allow them to be released.
