One of three city residents that has appealed a zone change on the Harvey Woods Building isn't happy with the proposal to convert the building into housing. Mike Costa, who lives on Broadway St. in Woodstock, has filed an appeal on the city's zone change. Costa is strongly against the idea of converting the former factory into affordable housing, saying it would devalue the property. "That property is commercial, and taxes are being paid on that. Commercial is much more than residential. If they change to residential, then they're not promoting the commercial area. Being a depressed area, there's just no commercial impetus driving force. Now they're making it residential and devaluating it...they're losing out." Costa says he'll present a case before the Ontario Municipal Board, as will the city. There's no scheduled date for the appeal hearing.
