The plan, which was brought to staff at Thursday's meeting, will look to manage the needs of the County's systems over the next 10 years through 55 project initiatives.
Warden Larry Martin says by approving the program, it'll improve the County's water and wastewater systems.
"Some of it is getting near the end of its life, it's getting outdated and some of it is an update and some of it is a replacement, and like I said, it's something that has to be done and it will be done."
The program is near the end of its life and could require manual interventions by staff, that could be effectively carried out through the use of updated technology.
A report from council says enhancements to the County's SCADA system replaces and standardizes aging and obsolete hardware and software systems, which would improve cyber-security as well as data collection, storage and reporting.
Warden Martin says there is a lot of planning that goes into improving the region's wastewater.
"There's pipes, there's water, computerized systems, there's a wide variety of things. There's new valves. It's a lot involved, there's 55 different projects involved that add over 10 years and it's got to make things better."
The plan recommends 55 project initiatives to be done over a ten year period costing approximately $18,200,000.
Staff's reports states the cost estimates would include hardware, software, construction and design.
He adds if it gets approved in the 2020 capital budget plan, they'll go forward with the ten year proposal.
