Hardeman made the announcement at Ingersoll Town Hall this morning, alongside Mayor Ted Comiskey and Zorra Township Mayor Margaret Lupton.
If it's approved, Hardeman says it would change the Environment Assessment Act.
"Anyone who wants to cite a landfill site in a community, they must have the local governments support to do that. Not just that they have to talk to the municipality, but they actually have to get the local authorities to pass a motion that they are a willing host."
Comiskey says this bill would benefit the entire province, not just Oxford.
"Seven million tonnes (of waste) is leaving Toronto on an annual basis. Even if this (the landfill) is approved this will be filled in no time, so where do they go from there? Now they go to another municipality. Wake up municipalities, we must have the right to say yes or no because this affects our grandkids more so than it does us today."
Lupton believes this is a step in the right direction, but adds more will need to be done. If it's approved she says nearby municipalities could still have the power to force a dump on their neighbours.
"Does that mean if Zorra says no Ingersoll could say yes and we'd have to have it? Does it mean one of our neighbouring municipalities, we neighbour on Perth and Middlesex, could they stop it or force it on us?"
Hardeman will bring the private members bill to the Legislature two weeks from now.
