COVID-19 Update from Norwich Township

The Township of Norwich is providing an update on changes to some of their delivery services. Update includes information on council meetings, Municipal Offices, By-law, Dog Tags, Burn Permits, Public Recreation Facilities, Planning, Finance/Taxes and Public Works.

NORWICH TOWNSHIP - The Township of Norwich has provide a COVID-19 update for residents. 

The Township has made some changes to the delivery of services after the most recent list of essential services from the Province. 

The following is a brief outline of principle alterations to services at this time:

Council Meetings

Council meetings have been re-established, and will be held electronically via teleconference. The next meeting is scheduled for April 14, 2020 commencing at 9:00 am. Details will be included on the published agenda for the meeting available on the Township website (www.norwich.ca) the Friday evening preceding the meeting. Note however that all public meetings to be held pursuant to any provincial legislation, including the Municipal Act, Planning Act, and Drainage Act, remain postponed until further notice.

Municipal Offices/Administration

The Township Administration Offices are closed to walk-in visitors and will have minimal staff presence daily, until further notice. Services do continue to be offered, via email, and on-line (www.norwich.ca) and over the phone where required. Please note that callers to the offices will be referred by automated attendant to staff extensions, which are being monitored on a daily basis. There will however be some delay to return calls. Individuals who need to meet with staff will continue to need to contact staff to discuss arrangements to meet either electronically or in person after a screening process.

By-law Enforcement

By-law Enforcement continues to be enforced on a complaint basis. Complaints that are deemed to be a safety concern will be investigated during this time. Matters of non-safety will be kept for future investigation. Please send all complaints by email to fireadmin@norwich.ca. 

Dog Tags

Dog tags continue to be required. Please note that application forms are available on the website, and can be mailed or placed in the drop box at the Municipal Offices. Tags will be mailed to the owner. 

Burn Permits

Burn Permits also continue to be issued and be processed electronically. Please complete the online Burn Permit Form, including signature, and send to fireadmin@norwich.ca. Calls to the municipal office at 519-468-2410 will be returned, but will be with some delay.

Public Recreation Facilities

In accordance with provincial requirements, all Township of Norwich recreational facilities (both indoor and outdoor), including but not limited to the arena, community centres, playgrounds, sports fields, basketball and tennis courts, benches, picnic areas, park shelters, and other outdoor recreational amenities are now closed to the public. Green spaces in park and trail areas remain open for walkthrough access, but individuals must maintain the safe physical distance of at least two metres apart from others.

Planning Services/Approvals

Submission and review of planning applications, including site plan applications, continues on a modified basis. Please note however that approvals subject to public meeting requirements cannot proceed, given the postponement of any such meetings.

Finance/Taxes

At this time, the Township has not altered tax collection processes or deferred penalty and interest. This will be subject of further review in the coming weeks. Vendors are advised that emailing invoices is now preferred, to accountspayable@norwich.ca. Utilizing email increases the speed of processing and issuing payments.

Public Works

Public Works continues to provide maintenance and construction activities, giving priority to critical infrastructure work. Regular maintenance duties continue, subject to compliance with provincial orders and public health directives.

Building and Drainage Services

Building Permit services are further impacted by the updated Provincial Order respecting the closure of places of non-essential businesses issued April 3, 2020. Building and Drainage Inspections continue on a modified basis.
